Key findings
This report found that: “flexibility is increasingly recognised as a vital asset for DSOs in managing the complexities of modern electricity distribution systems. Yet, its widespread deployment is still in its early stages. Among surveyed DSOs, 54% report actively using flexibility, primarily sourced from industrial and commercial consumers as well as generation units. This reveals that the residential sector and emerging players such as independent aggregators and virtual power plants remain significantly underutilised.
“Flexibility is most commonly applied for congestion management and voltage control, often used in tandem. To access these resources, most DSOs rely on market-based mechanisms, including flexibility tenders or local flexibility markets, while others complement these with tools like interruptible tariffs, flexible connection agreements, and dynamic network tariffs. However, only 25% of DSOs currently host generation or demand units under flexible connection agreements, indicating that this option is still far from being fully embraced across the EU.”
